I was not aware of any such rule, but it

seems to be practically followed, as there are only three European

with three offences of drunkenness recorded against them, one of

whom has no such entry since 1900 and only four Indians. In 1900 there were 23 reports against Europeans for drunkenness the same

number as last year.

There is plenty of room as we have ten

vacancies and it is necessary to give Europeans more room than

Indians and Chinese.

I put four temporary Lance-Sergeants at

No. 8 as the Indians were giving trouble quarelling amongst them-

selves.

There are some European Constables with

a very bad appearance and the head-gear they are supplied with does not improve them in fact a more attractive uniform is much

to be desired.

The class of men you refer to seems to be

undesirable. I would be glad to know the two instances your refe-

rence is to.

I have made a note of that and that will

afford a good opportunity of getting rid of some.

There is no doubt there is something more

required to induce good men to come out to the Police.

I suggest a better uniform and a better status for a European Constable. I do not like seeing them fail in for inspection and drill with Indians and Chinese, and they dis -like it. I have made an endeavour to keep them separate but more

is required which I must leave for the Captain Superintendent of Police. They should learn the little drill required at home and if they could learn something of their duties at the same time all

the better.
